RulesSet Create

The user can create a RuleSet pressing right mouse button in Rules data-type ( on clipboard) and selecting Resource->Rules->Add RuleSet or pressing add RuleSet bottom in Rules View

Appears a Rules Set Creation panel and user must fill Rules Set name and alternatively fill Rules Set Notes and press Ok Button.
